The Andhra Pradesh government, under the leadership of CM Y.S. Jagan Mohan Reddy, is implementing the AP YSR Matsyakara Bharosa Scheme 2023, specifically designed for the fishermen community. The state government had initially launched the AP YSR Matsyakara Bharosa Yojana on November 21, 2019. Currently, the government has commenced the distribution of Rs. 10,000 to each fisherman under the 5th Phase of the Matsyakara Bharosa Scheme. This initiative aims to provide financial assistance to fishermen engaged in fishing activities using mechanised, motorised, and non-motorised fishing nets.
AP YSR Matsyakara Bharosa Scheme Installment Transfers
In this scheme, govt. provides financial assistance to fishing families who lose their livelihood during the ban on fishing. The state government has increased the allowance from Rs. 4,000 to Rs. 10,000 as promised during the elections.
YSR Matsyakara Bharosa 5th Installment Transfer
The Andhra Pradesh government on 16 May 2023 (Tuesday) disbursed Rs. 124 crore into the bank accounts of 1.2 lakh fishermen families under the ‘YSR Matsyakara Bharosa’ scheme as financial assistance during the breeding season between April 15 and June 14 when they refrain from venturing to sea.
During the annual marine fishing ban period, the coastal state implements restrictions on fishermen from venturing into the Bay of Bengal to allow fish to breed, lay eggs, and multiply. To support fishermen during this period, the government has introduced the 'YSR Matsyakara Bharosa' scheme. The primary objective of this initiative is to provide assistance to fishermen and their families who are unable to go to sea during the ban. Chief Minister Y.S. Jagan Mohan Reddy expressed his concern for the well-being of fishermen and their families and emphasized the importance of supporting them during this challenging time.
Under the scheme, each eligible family receives financial aid of Rs. 10,000. This program has been in operation for five years, and during the latest installment, Chief Minister Jagan Mohan Reddy credited Rs. 108 crore into the bank accounts of over 23,000 fishermen from Konaseema district. These fishermen lost their livelihood due to pipeline works conducted by the public sector unit, ONGC. Over the course of five years, the government has disbursed a total of Rs. 538 crore to the families under the 'YSR Matsyakara Bharosa' scheme.
YSR Matsyakara Bharosa 4th Installment Transfer
During his speech at the fourth annual YSR Matsyakara Bharosa program in Muramalla, I. Polavaram Mandal, Konaseema district, Chief Minister Y.S. Jagan Mohan Reddy highlighted the neglect faced by fishermen during the previous government's tenure. He urged the people to recognize the difference between the current government and the previous one. The Chief Minister, who witnessed the hardships faced by fishermen during his Padayatra, emphasized that the Matsyakara Bharosa program has been implemented for the fourth consecutive year.
Under the scheme, the state government is providing assistance of Rs. 10,000 per family. On May 13, 2022, a total of Rs. 108.75 crore was deposited to benefit 1,08,755 fishermen in the fourth phase of the Matsyakara Bharosa program. With this latest installment, the total amount disbursed under the scheme now stands at Rs. 440 crore across four phases.
Additionally, the Chief Minister mentioned that compensation is being provided to 23,458 fishermen who lost their livelihood due to the establishment of an ONGC pipeline. He stated, "We are providing Rs. 108 crore compensation, amounting to Rs. 11,500 per head for four months, to the fishing families of 69 villages who have suffered a loss of livelihood." Furthermore, the state government has also cleared Rs. 70 crore in pending dues left by the previous administration.
In the last three years, fishermen have been benefitted with Rs. 331.58 crore and this year with Rs. 108.75 crore accumulating it to Rs. 440.33 crore in four years.
YSR Matsyakara Bharosa Scheme 3rd Installment Transfer
Andhra Pradesh govt. headed by chief minister YS Jagan Mohan Reddy has implemented the YSR Matsyakara Bharosa Scheme for the third consecutive year. On 18 May 2021, CM YS Jagan disbursed the amount virtually at his camp office in Tadepalli and into the beneficiaries bank accounts. Under this scheme, 1,19,875 families will get a benefit of Rs. 119.87 crore at the rate of Rs. 10,000 at a satisfactory level (excluding any eligible person).
In the last two years, fishermen have been benefitted with Rs 211.71 crore and this year with Rs. 119.87 crore accumulating it to Rs. 331.58 crore (211.71 cr + 119.87 cr) in three years.
YSR Matsyakara Bharosa Scheme 2nd Installment Transfer
In the year 2020, around 1,09,231 families received assistance of Rs 109.23 crore. For two years, the government has been providing regular allowances to fishing families during the ban on fishing. In the last two years, fishermen have been benefitted with Rs 211.71 crore (102.48 cr + 109.23 cr).
YSR Matsyakara Bharosa Scheme 1st Installment Transfer
In the year 2019, around 1,02,478 families received a benefit of Rs. 102.48 crore under AP YSR Matsyakara Bharosa Scheme.
CM YS Jagan mentioned that the previous governments did not help the fishermen and the YSRCP government is providing Rs. 10 lakh accidental insurance to the fisherman who dies in an accident while fishing.

Benefits of Matsyakara Bharosa Yojana
The important features and highlights of this AP govt. scheme for fishermen namely Matsyakara Bharosa are as follows:-
- Increased assistance of Rs. 10,000 (previously Rs. 4,000) to fishermen.
- AP YSR Matsyakara Bharosa Scheme beneficiaries to get increased diesel subsidy of Rs. 9 per litre which was Rs. 6.03 earlier. AP govt. has identified 81 filing stations for this purpose.
- Earlier, financial assistance was only given to those fishermen who uses mechanised and motorized boats. But the current dispensation would extend benefits to even those fishermen who uses hunting rafts.

Other Benefits for Fishermen in AP
AP govt. will setup Integrated aqua labs in 46 locations at Rs. 56.53 crore. These labs are going to test quality of water, sand, feed and seeds for the benefit of aquaculturists. AP govt. has also allocated Rs. 720 crore to provide power to aqua farmers at cost of Rs. 1.5 per unit to benefit around 53,550 farmers. Other major decisions are to provide rights to fishermen on canals on lease at a nominal cost and provision of input subsidy.
