उत्तर प्रदेश के मुख्यमंत्री ने IAS, IPS, PCS, NDS, CDS, NEET और JEE जैसी महत्वपूर्ण प्रतियोगिताओं के लिए प्रशिक्षित करने के लिए स्थापना दिवस पर एक योजना शुरू की है। इस प्रस्ताव के अनुसार, उन सभी छात्रों को मुफ्त कोचिंग दी जाएगी जो अपनी वित्तीय परिस्थितियों के कारण परीक्षा में प्रशिक्षित नहीं हो पाए थे। इस योजना के अंतर्गत छात्रों को ऑनलाइन स्टडी मटेरियल के साथ ऑफलाइन कक्षाएं भी प्रदान की जाएगी।

उत्तर प्रदेश के लगभग 40 से 50 लाख छात्र/छात्राएं विभिन्न राज्य परीक्षाओं जैसे यूपीएससी परीक्षा, जेईई, एनईईटी और इसके बाद में भाग लेते हैं। इनमें से कई बच्चे निचले सामाजिक समूहों से आते हैं। यह पैकेज सभी छोटे बच्चों के लिए एक बहुत बड़ा लाभ होगा। सीखने की सामग्री के लिए एक वेब-आधारित प्रशिक्षण ढांचा बनाया जाएगा। जिसमें शोध सामग्री विषय के पूरा होने की उम्मीद होगी। इस ई-लर्निंग वेबसाइट पर, अधिकारी परीक्षा प्रशिक्षण के दौरान प्रतिभागियों को अध्ययन में सहायता के लिए वीडियो क्लिप प्रदान कर सकते हैं। इस वेबसाइट पर इंटरएक्टिव ट्यूटोरियल भी रखे जाएंगे। छात्र इस वेबसाइट पर भी प्रश्न प्रस्तुत कर सकते हैं। मुख्यमंत्री अभ्युदय योजना के तहत, छात्र ऑनलाइन कोचिंग सुविधाओं का उपयोग करने के साथ-साथ कोचिंग सेंटर में व्यक्तिगत रूप से कोचिंग प्राप्त कर सकेंगे।
