AP Jagananna Sampoorna Gruha Hakku Scheme 2022 – Registration of Title to Beneficiaries of Housing Schemes

 Andhra Pradesh government has launched AP Jagananna Sampoorna Gruha Hakku Scheme (One Time Settlement Scheme) 2022. Under this scheme, the state govt. will ensure transparency in registration of title to beneficiaries of housing schemes. The government has already registered the documents in the name of beneficiaries, who opted the scheme. The One Time Settlement (OTS) scheme will enable beneficiaries get loans for their economic uplift, besides clear house titles. 

Chief Minister YS Jagan Mohan Reddy formally launched the OTS by handing over the registered documents to the beneficiaries on 21 December 2021. In this article, we will tell you about the complete details of Jagananna Sampoorna Gruha Hakku Yojana launched by CM YS Jagan Mohan Reddy.

Loan Facility to OTS Scheme 2022 Beneficiaries

The One-Time Settlement (OTS) Scheme or Jagananna Sampoorna Gruha Hakku Scheme has proved to be more beneficial to people of the state. Chief Minister YS Jagan Mohan Reddy launched a loan facility for beneficiaries of the OTS scheme on Monday. Chaitanya Godavari Grameena Bank provided loans to the tune of Rs 3 lakh each to several beneficiaries in the presence of Jagan. 

Benefit of Loans under One Time Settlement Scheme

Chief Minister mentioned “The loan facility is another benefit of the OTS scheme. The beneficiaries will get a clear house title by paying Rs. 20,000. Several beneficiaries of Guntur city have availed the loan facility. The bank will sanction loan up to Rs 3 lakh by keeping the house in beneficiaries’ name as collateral security.”

Under the OTS scheme, debts worth Rs 10,000 crore of the poor people have been waived, besides exemption of stamp duty amounting to Rs 1,600 crore. Each beneficiary of the scheme will also get a benefit of Rs. 15,000 with the complete exemption of registration charge and stamp duty. Jagan directed officials to complete the house registration of OTS beneficiaries within a stipulated time.

Chaitanya Godavari Grameena Bank Chairman hailed the OTS scheme, which provides clear house titles to beneficiaries. Bank proposed speedy sanction of loans to OTS beneficiaries if they approach the bank, which operates in Guntur, Krishna, East Godavari and West Godavari districts. According to an estimate, there are one lakh OTS beneficiaries in each of the four districts. State-Level Bankers Committee Convenor said the OTS scheme will enable beneficiaries get loans for their economic uplift, besides clear house titles.

What is AP Jagananna Sampoorna Gruha Hakku Scheme 2022

The State government is rolling out Jagananna Sampoorna Gruha Hakku to provide permanent ownership to the beneficiaries for their houses constructed under various government schemes from 1983 to 2011. Chief minister YS Jagan Mohan Reddy has asked officials to take measures to ensure transparency in registration of assets under Jagananna Sampoorna Gruha Hakku scheme. CM said that all the beneficiaries should get clear title after registration. Mr. Jagan reviewed the progress of scheme to grant title to beneficiaries of housing schemes through One-Time Settlement (OTS).

Objectives of Jagananna Sampoorna Gruha Hakku Scheme

The state government announced a Jagananna Sampoorna Gruha Hakku scheme to clear all dues owned by housing scheme beneficiaries with payment of nominal charges under OTS. During a review meeting held at camp office on 11 November 2021, chief minister asked the senior officials to closely monitor the implementation of the Gruha Hakku scheme from the top.

Registration of Title to Beneficiaries of Housing Schemes

All the beneficiaries of housing scheme can make payment under One Time Settlement Scheme namely Jagananna Sampoorna Gruha Hakku scheme for registration of title. All the applications received under the scheme should be thoroughly scrutinized before routing them for registration. CM mentioned that there should not be any legal complications after the registration and the beneficiaries should get clear title.

Verification of Registration of Assets under OTS Scheme

Senior officials should verify every application to find out whether field teams scrutinizing the documents as required. The field level teams roped into conduct the survey and inspection of the documents should have proper knowledge of the subject to clear the application for registration. The field teams could gain proper knowledge over the issue only when the senior officials regularly monitor the implementation of Jagananna Sampoorna Gruha Hakku Scheme.

CM mentioned that field teams should create awareness among beneficiaries that the OTS will provide clear title to them. The OTS is not aimed at mopping up revenues to the exchequer. It has been designed to provide clear title to the poor people over the assets which they accrued by securing loans under different government housing schemes.
