The Kerala Saranya Loan Yojana 2023 registration and login can be done at employment.kerala.gov.in. The government of Kerala has introduced the Saranya scheme specifically for unemployed women. The primary objective of this self-employment scheme is to uplift marginalized and disadvantaged women, including widows, uneducated women, divorced women, and those above the age of 30 who belong to the Scheduled Tribe category. Additionally, unwedded mothers are also eligible to apply.

Under this scheme, banks will provide interest-free loans of up to Rs. 50,000 to help women start their own businesses. The Saranya scheme offers a government subsidy of 50% of the loan amount, up to a maximum limit of Rs. 25,000, which will be provided by the Employment Department. Repayment of the loan amount under the Saranya self-employment scheme is structured into 60 equal monthly installments.

The Saranya scheme is applicable to all individual entrepreneurs. Moreover, women who wish to start a joint business with multiple entrepreneurs are also eligible for this loan scheme. In such cases, each woman involved in the joint startup would benefit from a larger loan amount and receive the maximum loan subsidy available.

Kerala Saranya Loan Yojana 2023 – Complete Details


The Saranya self-employment scheme, sanctioned under GO(P)No.81/2010/Labour on 24th July 2010, is a new initiative introduced by the State Government of Kerala. It aims to uplift the most marginalized and disadvantaged women in the state, including widows, divorced or deserted women, unmarried women above the age of 30, unwedded mothers from Scheduled Tribes, differently-abled women, and wives of bedridden patients.

Under this scheme, eligible women can avail an interest-free loan of up to Rs. 50,000 to establish their self-employment ventures. The government provides a subsidy of 50% of the loan amount, subject to a maximum of Rs. 25,000, through the Employment Department. The repayment of the loan is structured into 60 equal monthly installments.

If the venture requires an amount exceeding Rs. 50,000, the applicant is required to contribute 10% of the additional amount as their beneficiary contribution. Additionally, a flat interest rate of 3% is applicable for the amount availed in excess of Rs. 50,000. Successful ventures that have repaid at least 50% of the loan amount are eligible for additional loans, up to a maximum of 80% of the original loan amount, at nominal interest rates to expand their ventures.

While the scheme is primarily intended for individual ventures, it also allows for joint ventures involving multiple entrepreneurs. Each participant in the joint venture is eligible to receive the maximum loan amount and its subsidy. The beneficiary is exempted from providing any security for the loan amount.

STEP 1: Firstly visit the official website of National Employment Service of Kerala at https://employment.kerala.gov.in/


STEP 2: At the homepage, click at the “Online Services” tab or directly click https://eemployment.kerala.gov.in/ to open the National Employment Services Keralam e-Employment Exchange Portal page.


STEP 3: Then click at “Register as Jobseeker” tab to open the e Employment Exchange Registration Form as shown below:-

STEP 4: Here applicants can enter name, date of birth, mobile number, required login ID, password, e-mail address, aadhaar number and then click at “Login” button.

STEP 5: Applicants can enter username, password and then click at “Sign In” button to make Kerala Saranya Loan Scheme login.

Eligibility Criteria for Saranya Loan Scheme

All unemployed widows, divorced, deserted, spinsters above the age of 30 and unwedded mothers of Scheduled Tribe in the live Register of Employment Exchanges between the age limit 18 – 55 except in the case of spinsters, are eligible.

Widow
Widows(wife of late) means, the woman whose husband is deceased and she has not remarried till date. Certificate is to be obtained from the Village Officer/President of the Grama Panchayath or Chairman of the Municipal Corporation or the Mayor of the Corporation as the case may be.
Divorced Woman
Divorced women are those women who are divorced / received divorcee certificate by court or by their religious organization. She can belong to any religion. That divorcee certificate will show that she has not remarried until the Village Officer forwards the application.
Deserted Woman
Deserted means woman deserted by her husband/ woman whose husband is missing means woman whose husband is absconding or otherwise missing for the last seven years. Such woman should produce certificate from the Tahsildar to this effect and also that she has not remarried till date.
Spinsters
Spinsters means unmarried woman means a woman who has completed the age of 30 years as on 1st April of the year of application and not yet married. Certificate to this effect is to be produced from the Village Officer.
Unmarried Mother
Unmarried mother means those women who belongs to Scheduled Tribe Category means woman who belongs to Scheduled Tribe Category and became mother without having married. Certificate to this effect is to be obtained from the Village Officer stating clearly the caste and community in the certificate.

Processing of Application


The application forms for the Saranya Self-Employment Scheme are available free of cost at the Employment Exchange where the candidate is registered. The completed application form, along with a detailed project report and an income certificate from the village officer, must be submitted at the respective Employment Exchange.

The Employment Exchange will conduct a primary verification of the application, including the accuracy of the filled-in data, income certificate, community certificate, and marital status certificate. If the application is submitted at the Town Employment Exchange, it will be forwarded to the relevant District Employment Exchange.

The scrutinized applications are then submitted by the District Employment Officer to the District Committee for the approval of loans. The District Committee for Saranya, chaired by the District Collector and convened by the District Employment Officer, serves as the sanctioning authority. The Government of Kerala acts as the appellate authority in this scheme.

Once approved, the loan amount is directly transferred to the applicant's bank account by the Employment Department. It's important to note that beneficiaries of the Saranya Self-Employment Scheme will only be considered for regular vacancies and not temporary vacancies.

Monitoring of Self Employment Scheme for Destitute Women

The Director of Employment is the controlling officer of the Kerala Saranya Loan Yojana. The scheme is directly monitored by the District Employment Officer and officers of Town Employment Exchanges. If the beneficiary does not repay 3 consecutive installments, two reminders will be sent.

If no reply is received, revenue recovery action to realize the loan amount with interest will be initiated. Moreover, if it is found later that the loan amount is utilized for other purposes than the project sanctioned; the full amount including the subsidy will be recovered through revenue recovery.
