Motive of Odisha Swayam Scheme

The primary objective behind introducing the Odisha Swayam Scheme is to combat the unemployment challenges prevailing in the state by offering a range of benefits. Through this initiative, the Government of Odisha endeavors to significantly diminish the unemployment rate by extending financial support to applicants, enabling them to establish their microenterprises.

The scheme is slated to remain operational for a duration of 2 years from the date of notification by the State Government, with the possibility of further extension based on governmental decisions. Over the span of 2 years, the scheme aims to cater to the needs of one lakh youth, a figure subject to extension per the government's discretion. The allocation of district-wise targets will be facilitated by the PR& DW Department, which will subsequently be distributed among eligible banks within the district by the SLBC.

Eligibility Criteria for Odisha Swayam Scheme

  • The applicant must be a permanent resident of Odisha state.
  • The applicant must be between the age group of 18 to 35 years.
  • The age limit is 40 years for all the applicants who belong to the SC ST or PWD categories.

Mode of Implementation for Swayam Scheme


A dedicated website will be provided for the registration and submission of applications for the scheme.
Applicants can also utilize the services of Mo-Seva Kendra for submitting their applications.
During the application process, beneficiaries will select the bank of their choice.
Upon receipt of applications, the concerned bank will conduct the necessary due diligence, including desk and field verifications, before sanctioning eligible applications.
During field verification, the bank will assist the applicant in preparing the required simplified Detailed Project Report (DPR) for loan sanctioning purposes.
Following loan sanction and the deposit of State Guarantee and margin money, the banks will disburse the loan amount to the applicant.
Beneficiaries are required to deposit Equated Monthly Installments (EMIs) with the concerned bank regularly after the moratorium period. It's important to note that interest will be charged during the moratorium period as well, starting from the date of the first disbursement. However, beneficiaries will begin repaying the loan only after the moratorium period ends.
Beneficiaries have the option to repay the loan amount earlier than the scheduled period or opt for higher EMIs. Banks will not levy any penalty for modifying the repayment schedule or foreclosing the loan.
